Document Description
Emergency replacement of existing fence (6 feet to 8 feet high, topped with barbed wire) and add new fencing where necessary. This program is designed to deter, delay, detect and respond to any intrusions into the Water Department facilities. All fences will be electrified and will have monitors installed. The facilities are the Otay (5,300 feet of fence), Alvarado (6,200 feet of fence and 625 feet of wall), and Miramar (5,200 feet of fence) Water Filtration Plants. The purpose is to provide improved security to protect the City's potable water supply and distribution system from sabotage due to the threats from the 9/11/01 events. All work is being monitored by a biologist as approximately 3 feet of plant material will be removed on either side of the fence.

Since the events of 9/11/01, it has become necessary to secure Water Department facilities as soon as possible. The first step is to replace existing fences and add new fencing where necessary. This program is designed to deter, detect, delay, and respond to any intrusions into the Water Department facilities to afford greater security to the City's potable water supply and distribution system.
