- Document Description
- The NTS Master Plan is a regional plan proposed for implementation by IRWD that would result in natural treatment of runoff from both existing and new development within the San Diego Creek Watershed. The NTS Master Plan consists of the creation and consolidated operation and management of new NTS wetlands and at least one, subsurface wetland-like feature to assist in managing the quality of surface runoff within the San Diego Creek Watershed. The goal of the NTS Master Plan is to assist in restoring the "chemical, physical, and biological integrity" of the San Diego Creek Watershed in compliance with the key objective of the Federal Clean Water Act. The NTS wetlands will enhance assimilative capacity of low value drainages resulting in natural removal of urban pollutants from dry weather flows, "first flush" storm water runoff and small storms. In addition, the NTS constructed wetlands will provide emergent marsh/wetland vegetation in upland areas and some drainages. It will assist in the Watershed's compliance with Santa Ana Regional Water Quality Control Board and U.S. Environmental Protection Agency requirements for storm water quality and pollution reduction targets. The NTS Master Plan will also assist the County and cities within the San Diego Creek Watershed in complying with the applicable Municipal Separate Stormwater Sewer System General NPDES Permit and Waste Discharge Requirements (MS4 Permit) and Total Maximum Daily Loads (TMDLs).
