Document Description
(a) A Conditional Use Permit to allow the development of a 16,000 square foot bunker/building for the storage of explosive materials; (b) A Precise Development Plan for the development of a 47,600 square foot office building and an 80,600 square foot manufacturing/warehouse building in an M-2-PD (Medium Industrial-Precise Development Combining) District. The applicant intends to establish a business which provides energy services, products, and construction maintenance for oil and gas exploration and production, with provisions for future expansion. The explosive materials storage building would be of a Type I or Type II construction and fully sprinkled. Explosive storage would be limited to less than 1,200 pounds TNT equivalent per building and would be kept within approved storage containers inside the building. No more than 50 pounds would be uncontained during transfer between containers. Type of materials to be stored would include blasting caps, detonating cord, and shaped charges, which are classified by the Bureau of Alcohol and Firearms and the UFC shipping class as 1.1D, 1.4B, 1.4C, 1.4G, and 1.4S. Water supply and sewage disposal for the facility would be by Oildale Mutual Water District and individual septic tank, respectively. Access to the site would be via two driveways off of Seventh Standard Road, with one fo the driveways being signalized at the Coffee Road intersection. Seventh Standard Road is designated as an arterial alignment by the Circulation Element of the Metropolitan Bakersfield 2010 General Plan.
