Replacing the seismically deficient lift Schuyler Heim Bridge with a fixed-span bridge across the Cerritos Channel, and constructing an elevated SR 47 Expressway from Terminal Island, extending north and onto the new fixed-span bridge, to Alameda Street, south of the Pacific Coast Highway intersection. It also includes the construction of a flyover that would divert eastbound Ocean Boulevard traffic directly onto northbound SR 47 and across the new bridge.
