The District will drill a small diameter test well or wells to determine whether the site is appropriate for a production well. If the site is deemed appropriate, the District will comply with CEQA prior to construction of any production well. If the site is not appropriate, the District will either properly abandon the test well or maintain it to monitor groundwater conditions in an effort to find an appropriate site for a production well.
It can be seen with certainty that there is no possibility that this activity may have a significant effect on the environment. This activity qualifies as a Class 3 exemption for construction of limited numbers of new, small facilities and as a Class 4 exemption for minor alterations in the condition of land.
