Document Description
The amendment of the SJVUAPCD's 1994 OADP changes the adoption and implementation date of four control measures, drop two control measures, and substitute one control measure (the Amendment of Rule 4703, Stationary Gas Turbines) for the two control measures that will be dropped. The purpose of the project is two fold: 1.) to meet a requirment by EPA in its November 8, 2001 finding of non-implementation of the 1994 OADP that the District adopt six rules and make them effective by November 15, 2002 or amend its SIP by showing that "reasonable further progress and other requirements of the FCAA can be met with a revised schedule of controls and associated "emission reductions" and 2.) to satisfy a consent decree betwee the District and the Earth Justice Legal Defense Fund, legal representatives for Medical Alliance for Healthy Air, the Sierra Club, the Latino Issues Forum, and the Center for Race, Poverty, and the Environment, thatit inrtended to sue the District for its failure to implement six control measures listed in the OADP. The beneficiaries of the project will be the populatin in the San Joaquin Valley.

The project updates the adoption and impelemetation of four control measures that will achieve emission reductions in the San Joaquin Valley. These control measures are already District commitments. While two control measures are also dropped from further rulemaing consideration, a control measure that will achieve equivalent emission reductions is substituted. The new control measure commitment would establish lower emission compliance limits for stationary gas turbines that are already regulated by the District.
