Document Description
The subject project would give IWMD the option of incorporating coastal sage crub (CSS) instead of native grasses as the final vegetative landfill cover. It is proposed that the CSS planting be accomplished by hydroseeding, and achievement of CSS habitat establishment without supplemental irrigation. The 113-acre Santiago Canyon Landfill is currently in the closure process. The potential addition of CSS as a vegetative cover will require a three-month time extension for closure construction, through November 2004. The project will give IWMD the option to create an 88.5 acre CSS mitigation area. Hydrologic modeling shows that CSS will act as an effective vegetative cover, minimizing infiltration, so that no significant impacts to the landfill cover system will occur.
