Document Description
The proposed Remedial Action Plan at the Tow Basin site includes removal of PCB contaminated paint from a concrete basin (called the Tow Basin ) and building using a hydroblaster, an ultra-high pressure vacuum system with low volume jets of water. The PCB containing paint will be removed, collected and transported to a pre-approved waste disposal/treatment facility. If the concrete surfaces can not be cleaned to the specified clean up number, then the concrete structures will be demolished and taken to a licensed disposal facility pursuant to Federal TSCA disposal regulations.
