Document Description
The project site is currently part of the Empire Center Specific Plan and is designated for development with a regional shopping center and supporting commercial uses. The proposed project would require that the project site be removed from the Empire Center Specific Plan and redesignated for industrial, commercial, and residential uses. As proposed, the northern section of the site (north of Santa Ana Avenue), covering approximately 218.7 acres, would be designated for industrial and commercial uses. The southern leg of the site (northeastern corner of Jurupa and Sierra Avenues), covering 10 to 15 acres, would be developed with neighborhood commercial uses and multi-family residential uses are proposed at the southeastern corner of Sierra and Santa Ana Avenue, covering 32 to 37 acres. The proposed project will involve a rezoning of the property, a General Plan amendment, a Specific Plan amendment, annexation, and formation of a new community facilities district (CFD).
