The construction and operation of a new college farm and general education campus at the southwest corner of Bardsley Avenue (Ave 224) and Road 132 just east of the City of Tulare in Tulare County were environmentally evaluated in an EIR certified by the College of the Sequoias Community College District Board in February 2003 (SCH #2002011037). The proposed construction and operation, and activities directly supportive of and corollary to such construction and operation were evaluated in that document at a "project EIR" level; no further environmental consideration or documentation is required for those activities as described therein; that EIR was certified. The construction and operation of the facilities described hereinafter as State and local bond issue-financed were environmentally evaluated in that document.
