Document Description
(a) An amendment to the Western Rosedale Specific Plan from R-1A (Intensive Agriculture-Minimum 20-acre parcel size) to SI (Service Industrial); (b) a zone change from A (Exclusive Agriculture) to M-2 PD (Medium Industrial - Precise Development); and (c) the exclusion of 40-acres from the boundaries of an agricultural preserve. The project site consists of two recently created, undeveloped parcels totaling 40 acres. Although agriculturally zoned, the parcels have not been actively farmed since 1999. Intent is to develop the site with industrial uses; however, no specific development is being proposed at this time. The purpose of the SI Map Code/M-2 Zone District is to designate areas for commercial or industrial activities that entail general manufacturing, processing or assembly activities and typically involve outdoor storage or use of heavy equipment. Such uses generally produce significant air or noise pollution and are visually obtrusive; however, such uses may not produce fumes, odors, dust, smoke, gas, or vibrations extending beyond district boundaries. The purpose of the PD Combining District is to identify areas with unique site characteristics or environmental conditions or areas surrounded by sensitive land uses to ensure development in such areas is compatible with such constraints. Development in the PD Combining District is discretionary and, therefore, subject to further environmental review. No use can be established or developed in the PD Combining District until an application for development is received and deemed complete and an environmental document, if required, it is completed so the request can be considered at a regularly scheduled public hearing. As proposed, water supply and sewage disposal would be by Superior Mutual Water Company and North of the River Sanitary District No. 1, respectively. Access would be via Seventh Standard Road and Cherry Avenue which are designated as arterial and collector alignments, respectively by the Circulation Element of the Western Rosedale Specific Plan.
