Document Description
The Operator proposes to alter the banks of a streambed to construct a new concrete trapezoidal channel that failed some time between 1989 and 1998. In the 625 linear feet where the trapezoidal channel has failed, the drainage has acquired the characteristices of a natural stream including indicators of flow, bed and banks, and riparian vegetation. The existing stream is approximately 10-20 feet in width and extends for approximately 625 linear feet from the existing concrete channel to the Baker Ranch entrance road crossing near the western terminus of Commercentre Drive. The stream supports scattered mule fat on its margins. The open trapezoidal channel will be constructed along 625 linear feet of the stream and will be approximately seven feet in width and approximately 2.5 feet deep. Permanent impacts to the stream total approximately 9,375 square feet (0.21 acre). The mule fat will be quantified and replaced at a 2:1 ratio adjacent to the reconstructed channel. No construction will occur during the coastal California gnatcatcher breeding season, February 15 to July 15.
