Addendum No. 3 to the MND for the City of San Bernardino Municipal Water Department's Water Systm Reliability Schedule of Improvements

In the 2001 Initial Study, the Department envisioned that two 6 million gallon (MG) water storage reservoirs would be constructed at the Ogden site. One 6 MG reservoir was proposed to be constructed during Phase 3 (mid-term) of the Water System Reliability program, and a second 6 MG reservoir was proposed to be constructed during Phase 5, the final stage of the program. As often happens over a long program, most of the proposed infrastructure facilities have been installed as envisioned, but none of the proposed 12 MG of reservoir storage capacity at the Ogden site has been installed. The proposed change in the original approved project consist of replacing the two 6 MG storage reservoir with a single 12 MG circular, pre-stressed, concrete storage reservoir. This Addendum, combined with the original Initial Study, serves as the basis for a second tier environmental review of the Department's decision to replace the proposed two reservoir facility with a single reservoir facility. The location and storage capacity of the site remains the same as originally proposed and the proposed reservoir operations as an integrated part of the Department's water supply system will also remain the same. Based on the revision to the Ogden reservoir site, the Department concluded that a follow-on CEQA environmental document would be required. The focus of this documentation is on any changes in circumstances that may affect or be affected by the proposal to install a single 12 MG storage reservoir at the Ogden site, instead of the original, proposed two reservoirs.
