Document Description
Expansion of recycled water distribution capabilities in the Northern Service Area is an intergral part of the City's plan to meet their water reuse goals. Plans to expand transportation and distribution of recycled water from NCWTP are divided into three phases. Phase I would expand the distribution system generally north of MCAS Miramar to Black Mountain Ranch and the Olivehain Water District. Phase II would extend west from Black Mountain Road toward Carmel Valley, and Phase III would extend the system east of I-15 into Carmel Mountain. Facilities associated with Phase I are currently in the design and engineering process and there is therefore more detail available regarding the exact locations of the proposed pipeline, as well as the reservoir and pump station. Phase II and III are planned for future construction, and remain conceptual in nature. Accordingly, facilities associated with Phase I will be evaluated at a project level within the Program EIR, while facilities proposed as part of Phases II and III will be evaluated at a program level and subject to future CEQA evaluation.
