Document Description
A request for a Major Plot Plan Permit for the construction of an 84,700 gsf behavioral health hospital with 120 beds on Parcel 1 of Planning Area (PA) 4 and 13 off-street parking spaces, and the paving of the adjacent lot within Lot 26 PA 5 to accommodate 156 parking spaces within the Escondido Research and Technology Center (ERTC) Specific Plan. The Project also includes the merging of PA 4 and PA 5 as permitted by the ERTC; and does not require a Specific Plan Amendment. The merging of PA 4 and PA 5 would result in PA 4 expanding from the 35.4 acres to 40.2 acres ("Project"). In accordance with the California Environmental Quality Act (CEQA), an addendum was prepared for the Project, and demonstrates based on substantial evidence that the prior environmental analysis in the FEIR, and subsequent addendum for a Specific Plan Amendment in 2006 to permit medical/hospital uses ("Approved Project") adequately addresses the potential environmental effects of the behavioral health facility and off-street parking lot, and supports a finding that the Major Plot Plan Permit would not raise any significant issues, nor exceed the level of impacts identified in the previously adopted FEIR and subsequent 2006 addendum requiring additional analysis under CEQA. Approval of the Project includes preparation of an Addendum prepared in accordance with section 15164 of the CEQA Guidelines. There are no changes or additions that meet any of the requirements for preparing a subsequent or supplemental EIR per Sections 15162 - 15163 of the State CEQA Guidelines.
