Document Description
The Escondido Research and Technology Center is proposed to amend and supersede the Quail Hills Specific Plan adopted in 1988. The project includes a General Plan Amendment to the Circulation Element to remove the extension of Enterprise Street through the project site and remove Enterprise from the City's Circulation Element. A General Plan Amendment would also be required to the City's Land Use Element for Planning Areas 9 and 10 to change the Land Use designation from industrial to Estate II (residential). The Specific Plan will also include the proposed allowable land uses, development standards, site plan approval process,vesting tentative subdivision map and development agreement. The site encompasses approximately 208 acres. Approximately 186 acres within the Specific Plan is proposed to be developed as an industrial park including light industrial, research and development, office uses, and ancillary commercial uses. One of the proposed land uses within the Specific Plan area is a 550-megawatt electric generating power plant.
