Document Description
Revised variance to Mendocino Solid Waste Management Authority from manifest requirements. The variance is limited to the mobile household hazardous waste (HHW) collection program. The collections provide an appropriate means of disposing of hazardous waste. The variance is based on the evidence that: 1. The collections are being regulated similar to permit-by-rule (PBR) temporary HW collection facilities; 2. Only personnel trained in hazardous waste management handle or package hazardous waste; and 3. All collected wastes are transported from the mobile events under bill-of-lading by registered hauler to a permitted HHW collection facility.

1. The collections will be conducted by qualified personnel, trained in hazardous waste management and all activities will be carefully regulated by variance conditions to assure against any environmental concerns; 2. The limited term of operation and rapid shipment of wastes offsite limit the potential for any risk of upset or accident; 3. The manifest variance has been used for several years to collect hazardous waste without any adverse or residual environmental effects; and 4. Experienced management staff will be present to respond to any unforeseeable upset or waste management incident.
