Document Description
Revised variance to Mendocino Solid Waste Management Authority from manifest requirements. The variance is limited to the mobile household hazardous waste (HHW) collection program. The collections provide an appropriate means of disposing of hazardous waste. The variance is based on the evidence that: 1. The collections are being regulated similar to permit-by-rule (PBR) temporary HW collection facilities; 2. Only personnel trained in hazardous waste management handle or package hazardous waste; and 3. All collected wastes are transported from the mobile events under bill-of-lading by registered hauler to a permitted HHW collection facility.

The manifest variance has been used for several years to collect hazardous waste without any adverse or residual environmental effects; and 4. Experienced management staff will be present to respond to any unforeseeable upset or waste management incident.
