Document Description
The California Department of Transportation (Caltrans) proposes to replace an existing communication tower with a new facility located on Horse Mountain within the Six Rivers National Forest in Humboldt County. The Horse Mountain tower site is approximately 906 kilometers south of the intersection of State Route 299 and Titlow Hill Road, which is 15.7 kilometers west of Willow Creek on Route 299. Construction of the new communications facility would include a new tower, radio vault, generator shelter, concrete pad for propane tanks, and fencing. The purpose of the project is to provide a new communication facility due to deficiencies of the current facility. The existing 40 year old facility is in a state of disrepair due to structural corrosion. It also has surpassed its 30 year design, use and structural life, and needs upgrading to current technological standards.

This project does not impact an environmental resource of hazardous or critical concern where designated, precisely mapped and officially adopted pursuant to law. There will not be a significant cumulative effect by this project and successive projects of the same type in the same place, over time. There is not a reasonable possibility that the project will have a sigificant effect on the environment due to unusual circumstances. The project does not damage a scenic resource within an officially designated state scenic highway. The project is not located on a site included on any list compiled pursusant to Govt. Code Section 65962.5 ("Cortese List"). The project does not cause a substantial adverse change in the significance of a historical resource.
