Document Description
The existing project received a water permit (Application 28924, Permit 20185, dated October 26, 1986) for the storage of up to 6.6 acre-feet per annum (AFA) in two existing on stream reservoirs (capacities 0.4 and 6.2 acre-feet). Additionally, the project was permitted for the direct diversion of up to 400 gallons per day (gpd) for stock watering, January 1 to April 30, and 8,500 gpd for irrigation, March 1 to April 30 of each year. The property changed owners approximately seven years ago and the new owners were not made aware of the existing water right. Currently the 0.4 acre-foot reservoir is operational. However, the 6.2 acre-foot reservoir has a breach in the dam and does not store water. Permittee has indicated he is now a full-time resident at the property and intends to repair the dam and develop the property. Consequently, the Permittee has filed this petition for an extension of time to put all of the water authorized by water Permit 20185 to full and beneficial use. The Petitioner proposes to repair the dam and put the water to full beneficial use by December 31, 2011.

Reasons for Exemption
The project involves minor alterations in the condition of land, water, and/or vegetation which do not result in significant loss of mature natural vegetation (e.g. unique habitat, mature scenic trees, riparian vegetation or marshlands). This project will not cause significant adverse impacts on any sensitive environment and will not result in significant cumulative impacts. There are no unresolved protests. The California Department of Fish and Game has stated that the project, as proposed herein, will not impair in-stream beneficial uses.
