Document Description
This application is to bank Interchangeable Emission Reduction Credits (IERCs) generated by emission reductions that occured at Carbon Monoxide (CO) Boilers No. 1, 2 and 3 at the Martinez Refining Company (MRC). These IERCs are approved for banking in accordance with BAAQMD Regulation 2, Rule 9, Interchangeable Emission Reduction Credits. These IERCs may only be used in accordance with restrictions set forth in Regulation 2, Rule 9.

Reasons for Exemption
The approval of these IERCs for banking does not have a significant effect on the environment and is therefore not subject to CEQA review. There is no possibility that the banking of these credits alone may have a significant effect on the environment. These IERCs may only be used as part of an Alternative Compliance Plan, in accordance with Regulation 2, Rule 9. Under a seperate application (number 498), the District approved an Alternative Compliance Plan, allowing MRC to use IERCs. As part of application 498, the District determined that the use of IERCs would not cause a significant environmental impact, and therefore, issued a Negative Declaration. Should that determination change, the District will modify the CEQA documentation accordingly.
