Document Description
The draft Central Larkspur Specific Plan has been prepared under the provisions of California Government Code Section 65450 et seq. governing specific plans. The draft Specific Plan has been prepared by the City of Larkspur to comply with the requirements of the City of Larkspur General Plan that a specific Plan should be adopted for the 16.8 acre Niven Nursery property before the site can be redeveloped from its present use as a wholesale and retail nursery. The project area is located in central Larkspur, adjacent to and northeast of the downtown area. The total land area, excluding Doherty Drive, is approximately 22.7 acres. Magnolia Avenue and Doherty Drive border the project on the west and north, respectively. The eastern and southern edges of the project area are bound Larkspur Creek, which is subject to tidal action and freshwater surface runoff flows. Elevations within the Plan area range from a low of 7 feet above sea level to 22 feet. The only significant topographical change occurs just east of Magnolia Avenue, where portions of the site drop from an elevation of 22 feet to 15 feet in a distance of about 100 feet. The prevailing soil conditions consist of 5-7 feet of fill material underlain by Bay Mud. Portions of the site immediately adjacent to Larkspur Creek are subject to flooding.
