The proposed project is the implementation of specific Interim Remedial Measures (IRMs). Pursuant to its authority under section 25187 of the Health and Safety Code, the Department of Toxic Substances Control (DTSC) proposes to limit the operation of the IRMs to a period of two years from the date of its approval. The IRMs involve the following specific actions: 1) constructing five additional off-site groundwater monitoring wells for site characterization; 2) closing in-place nineteen underground storage tanks (USTs); 3) removing floating hydrocarbon product (FHP) from the groundwater table; 4) pumping groundwater to maintain a hydraulic gradients for migration control; 5) installing and operating a groundwater and soil vapor extraction (SVE) systems; 6) treating on-site the extracted groundwater and soil vapor; and, 7) abandoning the existing wells B-3, C-3 and F-2. During the operation of the extraction systems, separate groundwater and SVE monitoring wells will be used to verify system performance. Groundwater monitoring wells will be used to determine drawdown and concentrations in the groundwater, while SVE monitoring wells will be used to verify zone of influence and concentrations in the soil vapor. A previous SVE pilot report noted that well C-3M is within the radius of influence of three SVE wells; B-6E, C-5E and F-2. It needs to be verified that during the IRM each extraction well has one or more effective monitoring well(s). Depending on the field data, it may be determined that additional wells may be required.
