The project involves an amendment to the Community Development Plan, to increase the Plan's cumulative tax increment revenue limit, increase the Plan's bonded indebtedness, eliminate the Plan's time limit to incur debt, re-establish the Agency's authority to use eminent domain as a last resort, and adopt an Amended and Restated Plan that incorporates recent changes in Redevelopment Law.
