Document Description
This project is to mitigate existing impacts of non-local and truck traffic currently traveling through existing residential development within the unincorporated community of Goshen, creating pedestrian and vehicular safety issues, dust generation, noise, and diesel fumes. By re-routing traffic onto a designated truck route passing through the northern extremity of the community, overused roadways can return to the level of service for which they were designed. This project has many components and will be constructed in phases (Attachment "A"). All phases will incorporate "Compensation and Avoidance" measures as required by the United States Dept. of the Interior, Fish and Wildlife Service for threatened, protected, and endangered species in the project area, specifically the San Joaquin kit fox. The California Department of Fish and Game's recommendation to acknowledge the occurrance of any active hawk nest by consultation with their Agency (on a case by case basis) will also be incorporated into the project. The project includes construction of box culverts for the safe passage of foraging kit fox and replacement of habitat and foraging area lost due to construction (1:1 acre ratio). Employee education programs will also be conducted to alert on-site personnel to their participation in the protection of endangered species.
