Document Description
The Removal Action Work Plan (RAW) specifies cleanup procedures to be implemented at the proposed Lankershim Elementary School Playground Addition (Site) for the immediate excavation, removal, backfill, and off-site disposal of soils contaminated with organochlorine pesticides (chlordane and dieldrin), and metals (lead). Excavation, sampling, and restoration activities are expected to occur over a ten-day period. Approximately 1,850 cubic yards of contaminated soil will be excavated across the Site and confirmation samples will be collected to varify the specified cleanup goals (chlordane - 0.4 mg/kg, dieldrin - 0.4 mg/kg, and lead - 255 mg/kg) have been achieved. The cleanup concentrations were established as part of the human health screening conducted in conjunction with the previous investigations.

Reasons for Exemption
The project is a minor cleanup action to be taken to prevent, minimize, stabilize, mitigate or eliminate the release or threat of release of hazardous waste or substance, with the removal action costing approximately $455,000. The RAW includes an Excavation Plan, Engineering Evaluation/Cost Analysis, Health and Safety Plan, Transportation Plan Equivalent, and Dust Control Measures. Fieldwork will be conducted utilizing these engineering, administrative, and work practice controls. The project will not have a significant effect on the environment because of the relatively small volume, short project duration, and the controlled manor in which contaminated soils will be excavated, loaded onto trucks to be taken off-site for disposal/treatment. The Site is not on the Hazardous Wastes and Substances Sites List or or in a sensitive cultural or biological resource area.
