Document Description
The proposed project includes the instalation of the LM6000 simple-cycle turbine with a Selective Catalytic Reduction (SCR) system to reduce NOx emissions to nitrogen and water. The SCR process uses a catalyst to facilitate a reaction between the NOx and aqueous ammonia, reducing NOx emissions to nitrogen and water. The existing on-site ammonia tank is to be utilized for the project and the ammonia will be delivered by truck about one every two weeks.

Reasons for Exemption
On January 17, 2001, the Governor of the State of California declared an emergency due to the shortages of electrical energy available in the State. On May 11, 2001, the South Coast Air Quality Management District (SCAQMD) adopted new air quality rules that require the retrofitting of the City's three combustion turbines by January 1, 2004. The project is necessary to continue to provide elctricity to the City while complying with the current air quality regulations.
