Document Description
The Operator proposes to alter the banks of a streambed to repair a damaged outlet structure on the bank of Lemon Creek. During the storm of February, 1998, the flood waters eroded the left bank and base of the outlet structure for the storm drain from Tract 31337. This erosion caused the collapse of the outlet structure. The stabilization of the left bank will be performed by temporarily cutting the bank back approximately ten feet and constructing a gabion block retaining wall. After the construction of the gabion retaining wall, the bank will be backfilled to its existing location. The outlet structure will be reconstructed with 24" RCP stormdrain pipe. The 12' by 12' rip rap pad will be constructed of gabion blocks. The construction of these repairs will require the use of standard grading and construction machinery. Vehicular access to the worksite will be via the equestrian/hiking trail on the southeast side of the stream. Areas of the project that will result in disturbance or removal of vegetation will be re-seeded with native species using the hydro-seed method. The banks of Lemon Creek in the vicinity of the project site are vegetated with southern willow scrub, dominated by willows (Salix spp.), mule fat (Baccharis salicifolia), and some southern Califorina black walnut (Juglans californica californica).
