Document Description
Under the proposed action, the California Army National Guard would implement an Integrated Natural Resources Management Plan (INRMP) at Camp San Luis Obispo, California. The INRMP, which is required by the Sikes Act and Army Regulation (AR) 200-3, emphasizes ecosystem management rather than the traditional management of individual species or individual components. Using this approach, the plan would integrate ecosystem management with the military mission in a manner consistent with environmental laws and regulations, including protection of listed threatened and endangered species. By integrating military mission and environmental requirements, the plan would prevent unnecessary natural resources damage and avoid regulatory conflicts, thus ensuring long-term sustainability of military training lands. Because ecosystems extend beyond the training site's boundary, the plan also emphasizes partnerships with adjoining property owners and outside stakeholders with interest in natural resource management. The period of the INRMP would be five years (federal fiscal years 2002-2006), with yearly updates as needed.
