Document Description
The proposed amendments to SMAQMD Rule 202-New Source Review will allow sources that qualify as a major source or major modification to use CO modeling to show that the project will not cause an exceedance of the CO standard, add language clarifying that modifications causing an increase in emissions of PM10, sulfur oxides and CO will only need to offset the increase in emissions, not the entire amount of emissions, include units emitting two pounds per day or more of emissions in calculating potential to emit a stationary source, add an emergency equipment exemption for potable water pumping and sewage pumping sources, and allow for the transfer of unused emission credits between calendar quarters, provided credits are being traded within a high pollution quarter or from a high quarter to a low quarter.
