Document Description
North Kern has been banking water for in-District purposes for the last 50 years and, through the use of existing facilities and new facilities, proposes to provide banking services to other agencies. The water banking program envisioned by North Kern is conceptually simple; (1) the banking partner would deliver water to North Kern (through existing facilities and through a proposed turnout from the Friant-Kern Canal) which would be used by North Kern to turn off wells and/or directly recharge the underlying groundwater; (2) North Kern would recover the previously banked water through newly constructed wells and discharge it into the Friant-Kern Canal for ultimate delivery (either directly or indirectly) to the banking partner (presumably during "dry" years). Figure 2-1 shows North Kern's existing facilities, including canals, pipelines and water spreading areas, as well as facilities which would be constructed under the proposed Project. It has been estimated that water will be available for recharge in an average of one out of three years. The average for recovery of banked water from the Project is also about one year out of three.
