The need to establish a Project has been deemed necessary for the purposes of i) providing adequate roadways and related infrastructure, ii) increasing employment opportunities, iii) funding improvements to community facilities and public utilities, iv) promoting aesthetic and environmental actions and improvements, and v) providing additional affordable housing opportunities. Which purposes will generally improve the quality of life for residents, businesses and property owners within the territory included in the Project (the "Project Area") and the City of Adelanto as a whole. While not proposed as specific projects at this time, these actions are possible activities that may be undertaken over the 30-year effective life of the plan.
