Document Description
The proposed project is the El Toro Redevelopment Project Area Specific Plan by the City of Lake Forest through the authority granted by California Governmental Code, Title 7, Division 1, Chapter 3, Article 8, Sections 65450 and 65457. The Specific Plan establishes goals, programs and development standards and establishes the permitted, conditionally permitted and prohibited uses to address the special land use, circulation, economic and aesthetic uses in the El Toro Redevelopment Plan Area Specific Plan. The Specific Plan will establish three unique zoning districts: Commercial Urban, Pedestrian-Oriented Commercial, and Commercial Limited, each with its own development standards and land uses. El Toro Road is a major thoroughfare and gateway to the City. A goal of the Specific Plan is to guide appropriate public and private development efforts in order to improve the circulation system and encourage economic growth in the project area in accordance with the design guidelines and implementation policies set forth in the Specific Plan.
