Document Description
The operator proposes to alter the streambed to replace an existing, partially collapsed, 72" x 70' corrugated steel pipe (i.e., culvert) with a new 72" x 80' corrugated steel pipe in the same location. The width of the trench will be approximately 8 feet at the bottom of the trench and 60 feet at the top of the trench. Bedding material for the culvert will be approximately 6 inches in depth below the pipe and shall be graded to provide a uniform bearing along all portions of the new pipe. The bank to be excavated for the replacment project is comprised of fill material supporting the road crossing the creek. The road which crosses over the pipe will be reconstructed to its original configuration and erosion control and hydroseeding with native plant species will be applied when construction is completed. A disturbed upland area adjacent to reconstruction site will be used as a lie-down area and will be re-seeded with native species after reconstruction of the culvert. Work is anticipated to take 2 to 3 weeks. If there is flow in the creek during construction , a temporary small dam will be deployed to divert the flow to bypass the project site. The flow will be returned to the creek downstream of the project site. All the equipment will remain in the roadbed.

Reasons for Exemption
This project is the replacement of a culvert under a raod within the Boden Canyon Ecological Reserve which is owned and managed by the California Department of Fish and Game. The new culvert will be placed in the same location as the exisiting culvert and will serve the same purpose and capacity as the existing culvert. The new culvert existing at the time of the Lead Agency's determination. The Department finds the 10-linear-foot expansion to be negligible and therefore consistent with the Class 2 exemption.
