Pursuant to Article 19, Section 15304, the proposed trail represents only minor alterations to land, including but not limited to: minor grading on primarily disturbed areas for the creation of limited trail segments; no removal of healthy, mature, scenic trees; limited improvements (resurfacing) to an existing parking lot; constructing a self contained restroom facility ; and, placement of benches and kiosks slong the trail segment. Said improvements have been determined not to have a significant effect on the environment.
