Document Description
Del puerto Water District, which is adjacent to Oak Flat Water District. will reduce its demands through following other conservation means and transfer approximately 1,250 acre-feet of its CVP water to Santa Clara Water District for water year 2001 and Santa Clara will in turn transfer to Oak Flat approximately 1,250 acre-feet of its SWP water. This transfer is needed to provide additional supplies to crops in Oak Flat, in particular permanent plantings which are otherwise at serious risk of loss.

Not a "Project"-- This transfer is not a "Project" in that it is not reasonably forseeable to result in the physical change in the environment. There will be no changes in the environment. There will be no changes in the environment as a result of the transfer. The transfer will be carried out utilizing existing facilities of all parties involved. The transfer will not have the potential for causing a significant effect on the environment; and, therefore, is not subject to CEQA. In this regard, the same quanity of water will be exported from the Delta, with or without the transfer. Although not technically applicable, it is noted by analogy that transfers which are no longer than one year in duration are not subject to CEQA when involving a discretionary action of the State Water Resources Control Board.
