The project is a regulation package that incorporates by reference the Nuclear Regulatory Commission's standards for radiation protection. Among those standards is the requirement that a site being decommissioned may be released for unrestricted use only if the residual radioactivity that is distinguished from background results in a dose to an individual that does not exceed 25 millirem per year.

Reasons for Exemption
Project adopts a standard set by federal agency and which is much lower than the standard currently in place in California. Pursuant to the regulation, licensed sites will have to be cleaned up to a much greater degree before being released for unrestricted use. Thus, the regulations will assure the protection of the environment.
