Document Description
The pilot project will include the construction of water wells and appurtenant piping as well as the collection of appropriate data to demonstrate that water banking in the White Wolf Basin is technically feasible. A portion of the project cost will be funded under the Safe Drinking Water, Clean Water, Watershed Protection and Flood Protection Act (Propostion 13). One groundwater production well and five small-diameter test wells will be constructed, allowing the testing of water levels, well yields, and water quality in the project area. Depending on the final location of the production well, up to 5,000 feet of piping will be placed between the production well and the existing 850 Canal, a part of the District's water distribution system. Electrical power distribution lines may have to be extended to the production well. The total footprint of well construction sites and piping occupy less than 2 acres.

Reasons for Exemption
The activity involves a limited number of small facilities, particularly when compared to an operational water banking facility or other water storage facilities. These minor alterations to land will not involve removing mature or scenic trees, are on land with less than 10% slope (approx. 2 %), and the area is not located in a waterway, wetlands, scenic area or serve geological hazard. The wells and appurtenant facilities will be constructed for basic data collection, research and experimental management purposes.
