Tehama County/City of Red Bluff Landfill Land Acquisition and Facility Improvements

Tehama County and the City of Red Bluff, as the owners of the Landfill, acquired 76 acres of land immediately adjacent to the existing Landfill to expand the facility to approximately 159.6 acres. In conjunction with this land acquisition, Green Waste of Tehama (contract operators) developed plans and constructed a Material Recovery Facility (MRF), composting operation, Household Hazardous Waste facility (ABOP-antifreeze, batteries, oils and paints), and sediment control ponds on the additionally acquired land. In addition, gas management system facilities are proposed for construction. The additional operations must be approved by the appropriate regulatory agencies before they can be operated at the site. The incoming waste volume at the site averages approximately 137 tpd. With the proposed MRF, composting facility, and associated operations the site will easily have the ability to handle an average of 200 tpd and peak rates of 300 tpd. However, the Landfill is currently permitted to handle only an average of 100 tpd. Therefore, the operator proposes to submit an application to the Tehama County Department of Environmental Health, which also serves as the Local Enforcement Agency (LEA), State of California (RWQCB) to amend the permit to allow up to 300 tpd. Notification to the State of California Department of Conservation Director regarding the acquisition of 11.02 acres of Williamson Act contracted land for a public improvement must be completed and is a component of the Project.
