Document Description
DTSC approved the Standardized Hazardous Waste Facility Permit Series B pursuant to CA Health and Safety Code Section 25201.6 for the existing Clean Harbors Environmental Services, Inc. Port of Redwood City Facility. The Facility is currently operating under the Standardized Hazardous Waste Facility Permit issued by DTSC in 2002 which expired in 2012. The Facility is a non-Resource Conservation and Recovery Act (non-RCRA) hazardous transfer facility. The Facility stores and transfers a variety of hazardous wastes, predominately spent solvents. Liquid hazardous wastes with the same US Dept. of Transportation shipping description are transferred between tanker trucks and railcars under the federal exemption for transporters identified in Title 40, of Code of Federal Regulations, section 263.12. The Facility consists of 550-feet of rail spur, bulk loading equipment, a secondary containment system, truck driveway with a turning area, air pollution control equipment, firefighting equipment, and a container loading dock. The Facility does not have any tanks other than those associated with the air pollution control devices and the stormwater storage container. These containers are under the generator requirements and not regulated by this permit. The approved Permit (referred to as permit re-issuance) would allow the Facility to continue the storage and transfer of Resource Conservation and Recovery Act (RCRA) and Non-RCRA hazardous waste between tanker trucks and railcars.
