Document Description
The Amendments to Rule 4601 (Architectural Coatings) will bring the rule in line with the Suggested Control Measure (SCM) that was recently adopted by the California Air Resources Board. The following are some major amendments to the rule: Some coating categories and several definitions would be modified or added in order to make the rule consistent with the language used in the National Rule and ARB's proposed SCM. The existing VOC (Volatile Organic Compounds) content limits of the coatings would be changed to be consistent with the SCM standards. More specific labeling requirements would be included. A product averaging provision would be included in order to provide coating manufacturers a limited period of compliance flexibility and a more cost effective means to comply with the requirements of the rule.
