Document Description
Initial Study of a joint proposal by the City of Riverside and the University of California Riverside (UCR) to construct the University Arroyo Flood Control and Enhancement Plan, and Islander Park Improvements Project. Major components of this proposed project include: 1) Two detention ponds within the City's Islander Park property, consisting of approximately 20.1 vacant acres located on the northerly side of Big Springs Road at its easterly terminus. This component includes approximately 5.3 acres of vacant, privately owned property proposed to be acquired by the City and 2.5 acres owned by the County of Riverside Parks and Open Space District; 2) Development of the Islander Park property with passive recreational improvements, including hiking trails, vista points and native vegetation. A one acre turf area is also proposed with related improvements including a dog park and tot lot. Lighting is proposed to be added to the existing parking lot; 3) A third detention pond on the UCR campus at the northerly terminus of the Botanical Garden tributary, immediately south of Visitors Parking lot 10; 4) Improvements within an approximately 1,100 foot long section of the main campus open channel along the south side of Big Springs Road, from Valencia Hill Drive westerly to just past the driveway entrance to Parking Lot 13. The existing channel will be cleared, regraded and revegetated with native plants; and 5) Modification to the Gage Basin outlet structure at the I-215 Freeway, northerly of University Avenue, to reduce peak outflows to volumes within the capacity of the City's downstream storm drain facilities.
