Document Description
Atascadero Creek is a perennial stream flowing through the City of Atascadero (Township 28S, Range 12E) in San Luis Obispo County, California, before it reaches the Salinas River. The proposed project would excavate a portion of the streambed and place 1.5- to 2-ton boulders in the excavated area to serve as a foundation for a series of PVC-coated gabion baskets. The gabion baskets would range from approximately three to ten feet deep, forming a structure that would be approximately 23 feet high and 130 feet long. The baskets would be placed in a stepped front-face configuration at a six-degree batter. The baskets would be hand-filled with rocks of sufficient size that they would be backfilled contained by the baskets and unable to pass through the wire mesh. Upon completion of placement of the baskets, the gravel and material previously removed from the stream to accommodate the 1.5 to 2 ton boulders would be backfilled behind and among the gabion baskets to provide substrate for revegetation. Three cross-log or boulder weir habitat enhancement structures would be constructed in the channel to help protect the newly-formed structure and to provide additional habitat for fish and other aquatic resources. The project is needed to eliminate stream bank erosion and prevent the eventual collapse of the building. The California Department of Fish and Game is executing a Lake and Streambed Alteration Agreement Number R3-2001-0514 pursuant to Section 1603 of the Fish and Game Code to the project operator, James Harrison/Creekside Parcel Associates. This is to advise that the California Department of Fish and Game as a Responsible Agency approved the project described above on August 17, 2001 and has made the following determinations regarding the above described project pursuant to section 15096 (i).
