Document Description
The proposed project is approval of a Removal Action Workplan (RAW) which is to address the contaminants detected in surface and near surface soil. Metals (lead and arsenic) and pesticides (Chloradane, dichlorodiphenyltrichloroethane (DDT) and dieldrin) were detected in surface and near surface soil above the industrial cleanup levels established for the Site. The removal action consists of excavating approximately 1,261 cubic yards of contaminated soil above the proposed industrial cleanup levels. Demolition activities will include removal of asphalt and concrete at the site from areas proposed for excavation and removal of shed located along the north side of the main building. The Site will be secured during the implementation of the removal action. Permanent and temporary fencing will be used to prevent unauthorized entry to the Site. During the excavation of contaminated soil, a polyethylene plastic sheeting will be fastened on the fence along the alley (next to light rail tracks) to prevent airborne dust from reaching the residential area to the north.

Reasons for Exemption
Department of Toxic Substances Control will be overseeing the project and have provisions in its contract to stop work at its discretion. Contractor will not begin work unitl they have provided sufficient assurance that any wastes generated during the removal action will be properly contained within the Site. Dust control measures will be implemented during the soil excavation. A Site Health and Safety Plan will be prepared. All wastes generated during the cleanup will be properly disposed at an offsite facility.
