Document Description
The emergency project consists of one 1,500 kW diesel-powered generator that has been overhauled to include best available control technology (BACT). The generator will provide sufficient power to keep the WWTP operating in a normal mode so that it can comply with NPDES discharge requirements and, thereby, avoid contaminating nearshore coastal waters and beaches. The beneficiaries include the Cities of Oxnard and Port Hueneme, Naval Base Ventura County, hundreds of businesses, and over 200,000 residents.

Reasons for Exemption
The standby generator project (Phase I: 9/1/2001-7/31/2002) is necessary to prevent water and land pollution that could result from cessation of WWTP operation due to interruption of electrical grid power, and for the additional reasons identified above, the standby generator will help maintain service essential to maintaining public health, safety, and welfare. Also, in accordance with Ventura County regulations pertaining to operating in Emergency Status, the generator will be operated for a maximum of one hour per week for testing and maintenance with additional use only for acutal emergencies.
