Document Description
The proposed project (for purposes of the EIR) involves the development of the 16.6 acre project site in two phases. Phase I would involve development of a Wal-Mart store and Garden Center with associated improvements (155, 652) on about 13.6 acres of the site. Phase 1 would also involve the installation of a central median and traffic signal on Osgood Road. Phase II would be the development of the remaining three acres of the site as industrial uses. The area reserved for Phase II would be subdivided from the Wal-Mart project area through a Parcel Map. Both project phases are referred to as "the project" in the EIR. However, the second phase is proposed to include only permitted uses in the G-1 (General Industrial) and G-I (F) (General Industrial with flood combining) Zoning District and are not subject to a Use Permit. The discretionary action taken by the City Council was, Certification of an EIR and the approval of a Use Permit request for the Wal-Mart store under the Commercial/Industrial Overlay land use designation.
