Document Description
The Proposed Project consists of 91 residential units, 17,800 sf of commercial space, and community garden. The 1997 Capitol Area Plan identifies the three-block area between 12th and 15th Streets and P and Q Street as an opportunity to create a strong residential area connecting Fremont Park with the neighborhood retail center at 14th and O Streets, and to the light rail line along 12th Street. The residences were proposed to be developed at a density of less than 35 units per acre along O and P Streets and along P and Q Streets and the alley. The alley would link the entire area at mid-block and would provide a quiet pedestrian connection to Fremont Park. Under the 1997 Capitol Area Plan, this area was planned for 146 residential units. It should be noted that under the 1997 Capitol Area Plan EIR, the three-block area (Block 281, 284 and 286) was identified for up to 200 units. Currently, 64 single family homes exist on Blocks 281 and 284. With the addition of 91 units under the Proposed Project, the total number of units within the three-block area would be 155, which is 45 less than the previously-approved 200 units.
