The Central Coast Water Authority finds that the above-described activities have no potential for resulting in a reasonably foreseeable physical change in the environment, direct or indirect, as defined in CEQA Guideline 15378. The Central Coast Water Authority further finds that the proposals do not constitute a new project subject to CEQA because they comprise ministerial actions and the repair, replacement, and relocation of a portion of existing water pipeline that is threatened with damage or destruction as a result of geological conditions.
