Document Description
The purpose of this Class 1 permit modification by the U.S. Navy is to incorporate facility upgrades in the permit and to update and clarify existing permit information presented in the Part B Permit Application. This permit modification was requested by the Navy Public Works Center in a letter to DTSC dated August 10, 1998. DTSC determined that the modification does not change treatment activities or any significant aspect of the permit. DTSC was notified of the completion of the public notice requirements on November 24, 1998. The following summarizes the changes to the permit application: 1) administrative and informational changes; 2) equipment replacement/upgrade with functionally equivalent components to improve waste minimization requirements; and 3) a decrease of the facility's tank storage capacity by replacing existing tanks with smaller tanks. As result of these changes NASNI updated text, maps, drawings, and tables, as necessary, in both the permit and the Part B Application. The revised permit application also updates the closure status of the old Oily Waste Treatment Plant and the PCB Storage Unit. These closure plans were approved as part of the permit.
