Document Description
The EWA allows The Metropolitan Water District of Southern California (Metropolitan) to enter into a one-year demand shifting agreement with DWR. In 2001, 2002, and 2003 Metropolitan entered into the same type of agreements with DWR. This assignment would be similar to the 2003 agreement and would allow DWR and reschedule delivery of up to 100,000 acre-feet of Metropolitan's 2004 State Water Project supplies to help support the EWA. Additionally, the CALFED Record of Decision specifically indicates that a demand shift agreement for 100,000 acre-feet is required if the EWA is to be considered "functional." Therefore, this agreement would satisfy a key prerequisite for achieving an operational EWA, which is critical to maintaining Endangered Species Act assurance for supply reliability during CALFED's State One.
