Reasons for Exemption
The City of Fort Bragg will preserve the Noyo Bluffs property as open space, perhaps through creation of a park. The acquisition of the Noyo Bluffs property is thus categorically exempt from the California Environmental Quality Act pursuant to (1) 14 California Code of Regulations Section 15325 because it is a transfer of ownership of interests in land in order to preserve open space and existing natural conditions, and (2) Section 15313 because it is the acquisition of land by the City in order to establish a park where the land is in a natural condition, and the management plan has not been prepared. The installation of signs are categorically exempt under Section 15303 which applies to the construction of small structures.
